Timeline
This timeline shows the two tracks running in parallel – devolution through the new CCA (becoming an MCCA when the Mayor is elected in 2028), and local government reorganisation into unitary councils.
Devolution Track (Strategic Authority / CCA / MCCA)
- Dec 2024: White Paper announces Hampshire & Solent as a Strategic Authority area.
- Feb–Apr 2025: Consultation on creating the Hampshire & Solent MCCA (closes 13 April 2025).
- Late 2025: Legislation expected to establish the CCA .
- Dec 2025: Government announces mayoral election delayed to May 2028.
- From 2026: CCA begins work (without a Mayor).
- 4th May 2028: First Mayor elected; CCA becomes MCCA .
- Apr 2028: New unitary councils go live; membership changes to include new unitaries.
Local Government Reorganisation Track
- Mar 2025: Interim plans for new unitaries submitted.
- Sep 2025: Final proposals submitted (options: 3, 4, or 5 unitaries).
- Late 2025 – Early 2026: Government decision and legislation.
- May 2027: Shadow elections for new unitary councils.
- Apr 2028: New unitary councils take over; Hampshire CC and all districts abolished.
Transition Period
- 2026–2028: The CCA operates without a Mayor. Hampshire County Council represents the county (including districts) on the authority.
- April 2028: The Mayor is elected (4th May), new unitary councils go live, and the CCA becomes an MCCA .
